It is hard to answer just by reading your question without watching the model. Although problem seems to be occurring due to position of beams. Please check the position of both beam and make sure they are not colliding with car seat. If they are so, address this problem first. If still some problem occurs then upload the snapshot of your car design and position of steering wheel and its beam. It will be helping in understanding the actual problem.
